In E02, the parchment that Sam received with his immunity trinket said
that it was good for ONE Tribal Council, not the NEXT TC. So why was
Sam under the impression, based on comments that he made in
confessional, that he HAD to play his immunity object at the Day 10
tribal council?

Because, if you think about it, EVERY regular idol is only good for one
TC because once you use it, it's done. So saying explicitly it was good
for one tribal council implies that it is only good at the next TC the
person attends, and I do think that's what that phrase has generally
meant when used in the past.

I also believe that there is a separate document the players get, not
shown on camera, which spells out the official and legal rules for every
reward and advantage. I think this this is something the lawyers
require due to game show rules. That's the reason they do an extensive
walk-through on every challenge, not shown on camera, before they
compete. I believe the idol usage rules are also explained in detail
off camera.
